BELL ATLANTIC RESPONSE TO DELAWARE PSC DECISION ON
RESIDENTIAL ISDN


In response to the 6/18/96 Delaware Public Service Commission
decision on residential ISDN rates, Bell Atlantic-Delaware president and
CEO Josh Martin issued the following statement:

"Bell Atlantic worked very hard with all the parties to
reach closure on an agreement in this case and we regret that this was
not possible. We have serious concerns regarding this decision and its
effect on the viability of residential ISDN service. We now plan to
evaluate our options before deciding what is the appropriate
response."

"We will pursue all of the remedies available to us and if the
decision is not modified, we will have to decide whether and under what
circumstances to provide the service."
