Bell Atlantic - Massachusetts Announces Executive Changes

Budd Assumes Overall Responsibility for Massachusetts

BOSTON -- Bell Atlantic - Massachusetts has named three executives
to new positions in the state. The changes result from the retirement
of William J. McIntyre, president for Massachusetts.

Wayne Budd, senior vice president, becomes group president - New
England, assuming overall responsibility for Bell Atlantic's public
policy, investments, earnings and service results in Massachusetts.
He continues to oversee public, regulatory and legislative policy in
Maine, New Hampshire, Rhode Island and Vermont.

"Wayne Budd has a clear vision of how Bell Atlantic will lead the
vibrant telecommunications industry in New England, " said Morrison
DeS. Webb, Bell Atlantic executive vice president for External
Affairs. "He understands the unique role our company and our industry
can play in facilitating economic development, widening educational
opportunities, and improving the quality of life in the communities we
serve."

Robert Mudge, state executive director of operations, becomes vice
president - Massachusetts with responsibility for service quality,
capital investments and operational issues, as well as legislative and
government affairs, media relations, economic development and
community relations.

"Bob Mudge put in place many of the measures that allowed us to invest
a record $700 million in telecommunications infrastructure in
Massachusetts and meet the state's stringent service objectives for
the past 28 months," said Budd. "Bob will help ensure we continue to
meet our operational, investment and service objectives."

Paula Brown, executive director for state planning, becomes vice
president - regulatory with responsibility for regulatory matters in
the Commonwealth in addition to her current role in supporting
regulatory policy in five New England states.

"As Bell Atlantic drives to provide long distance in our 13-state
territory, Paula's leadership and experience will help us continue to
lead the industry in opening local markets to competition and offering
customers new choices," Budd said.

Prior to joining the company in 1996, Budd was a prominent Boston
attorney and held a number of high profile government positions,
including associate attorney general of the United States and U.S.
attorney for Massachusetts.

In his 15-year telecommunications career, Mudge has held a number of
positions in operations, network construction and engineering, and
public affairs. Brown's 28-year career includes a variety of
assignments in customer service, regulatory planning and product
pricing.

The appointments are effective this month.
