Jacquelynn Ruff Appointed Verizon Vice President, Public Policy and International Regulatory Affairs

WASHINGTON, D.C. - Jacquelynn Ruff, who formerly served as associate chief of the Federal Communications Commission (FCC) and chief of staff of its International Bureau, is joining the Public Policy and External Affairs division of Verizon Communications as vice president for public policy and international regulatory affairs. She will report to Verizon's senior vice president for public policy development and international government relations, Kathryn C. Brown.

At Verizon, Ruff will provide regulatory and public policy guidance on strategic issues to Verizon-affiliated operating companies overseas as well as to Verizon's international long-distance and directory publishing interests outside of the United States. Among her responsibilities will be development of strategic direction for trade policy, and initiatives including intellectual property rights enforcement, privacy, employment law and spectrum.

At the FCC, Ruff managed the International Bureau's operations, interaction with the commissioners' offices and work on trade issues. Prior to becoming chief of staff, she held a leading role at the bureau in several areas, including international telecommunications and submarine cable facilities, foreign ownership and international Internet policy.

Prior to joining the FCC in 1999, Ruff was an associate in the Washington, D.C., law firm Wilmer, Cutler & Pickering. From 1988 to 1992, she served on the staff of the United States Senate Committee on Labor and Human Resources.

Ruff earned her law degree from Georgetown University Law Center in 1992, after receiving a Master of Arts degree in social anthropology from Harvard University in 1970 and a Bachelor of Arts degree from Radcliffe College. She is a member of the Federal Communications Bar Association and the American Bar Association, Section on International Law, and the District of Columbia Bar. From 2000-2002 she taught a course on the telecommunications industry at the George Washington University Elliott School of International Affairs in Washington, D.C.
