WASHINGTON -- Kathryn Brown, the former chief of staff of the Federal Communications Commission (FCC), has been named senior vice president -- Public Policy Development and International Government Relations for Verizon.

Brown currently is a partner at the Wilmer, Cutler and Pickering law firm. She is a member of the firm's Communications and Electronic Commerce practice, where she focuses on the legal and regulatory challenges for communications companies in the converging telecommunications market.

She served as chief of staff to FCC Chairman William E. Kennard from 1998 through 2000. In that capacity she managed the chairman's agenda on all telecommunications, broadcast and spectrum matters. She previously served as the chief of the FCC's Common Carrier Bureau, where she led key initiatives to implement the Telecommunications Act of 1996.

At Verizon, Brown will be in charge of federal, state and international public policy development and international government relations. In this role she will develop public policy positions and will be responsible for project management on emerging domestic and international issues. She also will manage relations with think tanks as well as consumer, industry and trade groups important to the public policy process. She will assume her new post Oct. 15.

"Her expertise in federal and state regulatory policy, knowledge of the law, understanding of the industry and relationships with the movers and shakers in the world of telecommunications will make her an outstanding leader in Verizon and the industry."

Before working at the FCC, Brown was the associate administrator for the Office of Policy Analysis and Development at the U.S. Department of Commerce's National Telecommunications and Information Administration. In that position, she was closely involved in formulating and articulating the Administration's position on the Telecommunications Act and in promoting the deployment of advanced technologies both here and abroad.

Brown worked for eight years at the New York State Public Service Commission in various capacities, serving as the director of the Consumer Services Division and as litigation attorney and managing attorney for telecommunications with the Office of General Counsel. She also was the deputy clerk of the New York State Court of Appeals.

She is a 1974 graduate of Marist College and received her J.D. degree summa cum laude from Syracuse University College of Law in 1980.

Brown is a native of New York and now resides in Virginia with her husband Steve and daughters Kaitlin and Meghan.
