NYNEX and Freedom Ring Communications Agree to Interconnect Networks in Maine and New Hampshire

NYNEX today announced the signing of an agreement with Freedom
Ring Communications to interconnect the companies telephone networks in
Maine and New Hampshire.

The agreement will help NYNEX enter the long distance market in
its home territory.

NYNEX now has signed interconection agreements in five of its
states. Those states are Maine, Massachusetts, New Hampshire, New York and
Vermont. In Rhode Island, NYNEX has an interim agreement in place and is
now negotiating a full agreement. NYNEX also serves Byram and Greenwich,
Connecticut.

The agreements were designed to meet the 14-point checklist
contained in the Telecommunications Act of 1996. Compliance with the
checklist is one of the requirements for entry into the long distance
market in NYNEXs home territory.

The agreement spells out terms and conditions for how the
companies will interconnect their networks and exchange calls. It
addresses issues including reciprocal compensation for terminating calls
and number portability.

Mike McCluskey, NYNEX vice president for New Hampshire, said,
"This agreement will allow NYNEX to seize new opportunities, not only in
interstate long distance but also in a flourishing new 'wholesale' market."
