Stanley Fink, NYNEX Senior Vice President And Former NY State Assembly Speaker, Dies

NEW YORK, NY -- Stanley Fink, senior vice president for Regulatory
and Government Affairs at NYNEX, died last night at Massachusetts General
Hospital in Boston. He was 61 and had been admitted to the hospital in
late February for cancer treatment.

Mr. Fink served as a member of the New York State Assembly for 18
years, the last eight as Speaker. After his departure in 1986, he practiced
law in New York City before being appointed to his senior vice president
position at NYNEX, effective Sept. 1, 1994.

In this position, Mr. Fink developed the corporation's positions
on public policy matters and coordinated NYNEX's regulatory and legislative
functions in New York. In 1995, he oversaw the approval of a landmark agreement
with New York State regulators that dramatically changed decades of monopoly-era
telecommunications regulation in the state and froze basic phone rates
through the year 2002.

Last year he led efforts to implement the Telecommunications Act
of 1996 in New York, including the continued opening of local telephone
markets to competition. For the past year, he also orchestrated the statewide
public education and information campaign and the regulatory review process
on NYNEX's $23 billion merger with Bell Atlantic, which was announced in
April 1996 and is expected to close next month.

NYNEX Chairman Ivan Seidenberg said: "Last night we lost a
distinguished officer of our business, the state of New York lost one of
its most respected public servants and the Fink family lost a loving, devoted
husband, father and grandfather.

"In a little over two and a half years, Stanley Fink has had
an enormous impact on this business. It didn't take him long to master
a new and complex area of regulation. Drawing on his renowned leadership
skills, he influenced the making of important telecommunications public
policy here in New York, a legacy that will have an impact for decades
to come.

"I and all of his colleagues have valued the exuberance he
brought to his life and his work. It was an honor and a pleasure to work
with him. We'll miss him immensely."

Stanley Fink was born in New York City on Feb. 6, 1936. He lived
here all his life and represented Brooklyn in the State Legislature. He
graduated from Brooklyn College in 1956 and from New York University Law
School in 1959. He held four honorary doctorates from colleges and universities.

Mr. Fink was a member of many boards, including Columbia University
Health Science Center, The Legal Aid Society of New York, The Association
For a Better New York, and numerous social, educational, civic and philanthropic
organizations. He was also a member of the City University of New York
board for many years. Over the past 20 years, he had received more than
200 awards from organizations involved in the business, philanthropic,
educational and communal life of New York City and New York State.

Mr. Fink leaves a wife, two sons, two daughters-in-law and a granddaughter.
