PHILADELPHIA - Verizon Pennsylvania has named William B. Carnahan as director of external affairs and Jane K. Fortin as director of regulatory matters.

In his new position, Carnahan will direct external affairs activities in support of Verizon's legislative and regulatory public policy programs in Pennsylvania. Fortin will be responsible for managing state regulatory affairs in Pennsylvania and Delaware.

Carnahan and Fortin replace Patricia Beadling and Debra Berry, respectively. They retired last November.

"Bill and Jane have the experience, skill and enthusiasm needed to step up to the many challenges and opportunities facing Verizon in this time of unprecedented transformation in the telecommunications industry," said James V. O'Rourke, president & CEO, Verizon Pennsylvania. "They're solid additions to our Pennsylvania senior management team."

Carnahan has held a variety of positions at Verizon since 1991 and most recently served as director of credit and collection activities, with responsibility for 13 call centers in the Mid-Atlantic states. He received a Bachelor of Arts degree in political science from Pennsylvania State University.

Carnahan and his wife, Dee, live in New Castle with their two children. He will be based in Pittsburgh.

Fortin has supported Verizon regulatory activities since 1996 as a telecommunications consultant. She formerly held a variety of management positions in regulatory and product management organizations for 15 years within the former Bell Atlantic, prior to taking time off to be with her family.
A graduate of Bryn Mawr College, Fortin received Bachelor and Master of Arts degrees and completed post-graduate studies in business administration at the University of Pennsylvania's Wharton School of Business.

Fortin and her husband, Bob, live in Rosemont and have three daughters. She will be based in Philadelphia.
