Responsibilities

Duties and Responsibilities: The Engineer – RF contributes to the RF Design of the regional LTE/cellular network including:  search area issuance, candidate assessment, and approvals within sector area of responsibility; redesigning of mature network areas to minimize capacity constraints; working with other areas of network to ensure performance fixes/initiatives are in place; partnering with System Performance to improve LTE network performance.

Other responsibilities include preparing timely FCC/FAA regulatory and E-911 submissions; creating  cell site translations with 99% accuracy; conducting data analysis of switch statistics and drive data by conducting drive testing for potential sites, new site integration, and system optimization; performing radio engineering evaluation for system planning and site acquisition; creating and using RF propagation and planning tools; conducting and overseeing field tests for potential sites; planning frequency assignments and identifying technical parameters for network growth; documenting and reporting findings; planning near-term integration of new technologies for first applications in the network; identifying causes of RF interference and troubleshooting interference problems with system performance; Developing long-term build plans; performing Macro/Micro Cell Design including antenna selection and placement; utilizing knowledge of CDMA, EVDO and LTE  to contribute in network design; and assisting in the training and development of new RF and Associate RF Engineers.

Presenting to and providing expert testimony at town board meetings.

Utilizes propagation tools and other RF related equipment such as Map Info, Geoplan, Datapro and Prospect for site candidate comparison, propagation and coverage review and selection, determination of coverage boundaries for extensions, FAA/FCC filings, overall sector review of cell site locations for upgrades/modifications, and traffic engineering and investigation.

Creates search areas and reviews search area candidates within geographic area by taking into consideration baseline, performance issues, capacity, and population. Evaluating coverage problems and new service area requirements for coverage cells; using propagation modeling software to develop frequency plans; attending zoning hearings in support of new cell site acquisitions and upgrades;



Qualifications

Bachelor s degree in Engineering or Computer Science required, Master s degree preferred.
A minimum 3 years of experience in the cellular or telecommunications industry
Proven leadership and problem solving abilities
In depth knowledge and advanced proficiency, recognized by peers as a technical expert in the following technologies and/or platforms:
Voice cells infrastructure including: Lucent, CDMA , 3G1x & Volte
Telecom experience including: T1, DACS, OMP
Voice switch infrastructure including: Lucent 5E and ECP,
Operating systems and applications including: UNIX, Windows, MS Office
Wireless data service including: 3G1x, EVDO & LTE
LTE E-node-B and remote radio head (RRH) technology
Data communications including: routers, switches, Ethernet, hubs, TCP/IP
System Design including: EVDO, CDMA, 3G, 4G LTE
Test equipment including: T-Birds, DataPro, pilot scanners, baseline equipment, spectrum analyzers
Advanced troubleshooting skills
Project management skills
Strong analytic, interpersonal, and communication skills
Makes appropriate use of all available information and data
Anticipates future and prepares accordingly
Recognizes impact of decisions upon the rest of the organization
Demonstrate a positive, proactive leadership role including taking the initiative to identify matters of importance; resolving problems in a timely fashion; fostering a sense of teamwork; and working well in an unstructured environment is required

Proficiency in mapping software: DeLorme, MapInfo, Geoplan
Ability to adapt communication style to setting and to present to planning & zoning boards.
Ability to investigate and implement alternate approaches to resolve difficult problems
Some Overnight travel required
Able to work flexible hours and support night or weekend work as needed
Valid Driver s license required
