Responsibilities

The Engineer – RF is responsible for contributing to the RF Design of the regional cellular network.  Responsibilities include:  creating search rings within their geographic area of responsibility; working with the performance team to understand challenges and issues within his/her sectors; and working with System Performance counterparts to understand and resolve problems thus helping to reduce lost Calls and ineffective Attempts within their sector while providing the best possible network to customers.

Other responsibilities include: creating and supplying cell site translations; performing drive testing to evaluate search area candidates as necessary; preparing Final Radio Plans and Federal Regulatory submittals in a timely manner; performing radio engineering evaluations for system planning and site acquisition; identifying locations for new cells taking baseline, performance, capacity, coverage, business needs, and population into consideration; and evaluating coverage problems and requirements for coverage and capacity cells.

Utilizes propagation tools and other RF related equipment such as Map Info, GeoPlan, Datapro, Zite, Callmapper, RTT, and  MPT for site candidate comparison, propagation and coverage review and selection, determination of coverage boundaries for extensions, FAA/FCC filings, overall sector review of cell site locations for upgrades/modifications, and traffic engineering and investigation.   Utilizes database and process tools such as Xng, NetworkFlow and project request and capital funding tools such as NCNS.

Prepares necessary regulatory filings for sector/sites ensuring that compliance is met, and attends zoning meetings for assigned sector as required.

Works with Performance Engineers to resolve area and sector-related issues, and improve all aspects of network performance; creates documentation, improves processes, and teams with adjacent groups such as project management, equipment engineering, transport, system performance, sales, and operations.



Qualifications
  • BS in Engineering or Computer Science or equivalent work experience required.  Masters degree a plus.
  • 2+ years of experience in the cellular or telecommunications industry preferably in a technical or network role.   
  • Working knowledge in one or more of the following platforms of CDMA and EVDO technology: voice and data infrastructure including:  Lucent, Motorola, Nortel, Ericsson.
  • Knowledge of operating systems and applications including:  UNIX, Windows, Propagation Modeling tools (such as GeoPlan), MS Office applications, and MapInfo.  Wireless technologies including:  CDMA, 1X, IS-2000,  EVDO, traffic theory, IS-41, LTE a plus. 
  • Knowledge of  test equipment including:  DataPro, pilot scanners, baseline equipment, spectrum analyzers and sweep/PIM equipment. 
  • General knowledge in digital communications including:   DS1, DS3, Fiber, FTTC, and microwave. 
  • RF System Optimization techniques for voice and data for Nortel, Motorola, and/or Lucent infrastructure . 
  • 2+ years RF experience preferred.   
  • Should have a solid understanding of RF engineering concepts and principles, including antenna, line, and RF theory; propagation modeling, FCC/FAA regulations, and must show aptitude and desire to learn and advance in a changing technical field.
