Sr. Consultant – Payroll Budget, D&E, Metrics

Primary Responsibility

 This position is responsible for supporting the overall activities associated with managing the various aspects of the Global Payroll Budget, Capital Expense and Financial Metric reporting. This includes the formation of the various detail components of the Global Payroll Expense and Capital Project budgets, both Domestic and International, as guided by corporate directive. Monitoring monthly compliance, exception reporting, tracking accrual of outstanding charges and creating variance analysis are all part of this responsibility. Additionally, based on actual performance results, develop recommendations to Sr. Mgmt. on corrective actions needed to ensure compliance to all budgeted goals. As part of the metric review, developing standard yearly KPI’s for Global Payroll will be required and used for measurement purposes throughout the year. Maintaining a formal monthly package of key Global Payroll metrics will be required, with a constant awareness and knowledge of processing and legal compliance trends and developments within the Global Payroll organization to ensure that all performance statistics are reflective of work being performed. This position will interact on a regular basis with internal company Finance, HR, IT, Internal Audit, Accounts Payable. Externally, collaborate with our partners (Hackett, ADP) and stakeholders, benchmark and track industry standards.

 

This position is also responsible for managing and supporting the Development and Enhancement (D&E) and MPC Business Case submissions. This requires working directly with the Payroll Mangers to gather project information and consolidate for submission into the Pulse system. Additionally, this position will work directly with the IT organization and Finance Teams on estimates/funding and obtaining additional requirements as requested. Along with the D&E business cases, this position is responsible to manage the D&E budget associated with the business cases, preparing monthly hours report, monitoring activity within business cases and interact with the IT and Finance Teams as needed.

 

Specific Responsibilities

  • Responsible for understanding the overall Finance processes associated with the reporting requirements for both the Domestic and International Expense and Capital Project budgets for the Global Payroll organization. Overall accountability for, validation and maintenance of formal monthly tracking of actual performance against targeted budgets is required.
  • Prepares management and associate reporting and key performance metrics to minimize risk to the company. Uses industry standard benchmarks to evaluate overall performance against peers.
  • Responsible for the monthly completion of variance analysis reports, supplying detailed explanations for use in determining planning needs or accruals as necessary to align actual with budgeted data elements of Payroll’s Expense and Capital Projects. Identifies the need for special adhoc queries or reports to assist in completing fluctuation deviations from standard or expected results.
  • Serve as the primary Payroll subject matter expert for all budget and metric reporting requirements. Supply time sensitive and confidentially requested responses as necessary from internal stakeholders.
  • Responsible for publishing monthly and quarterly key performance metrics of the Global Payroll organization. Maintain schedule on industry standard reporting requirements and manage securing all data required to establish common definitions to support benchmarking metrics.
  • May assist team members in coordinating internal and external audit compliance.
  • Develop and maintain procedures for all Domestic and International Expense and Capital Project budgets process requirements.
  • Ensure compliance with internal policies and controls (e.g., Security, Disaster Recovery, Customer Service, Sarbanes Oxley compliance).
  • Tracks and reports monthly activity for D&E SPM’s and Work Requests. As part of managing the business cases, this position is responsible to obtain approval and enter approved work requests into Forte.
  • Leads benchmarking surveys for organization (i.e. Hackett, APA)
  • Looks for opportunities to reduce manual report generation and distribution efforts (e.g., setting up reports to run and distribute on an automated schedule

Qualifications

Skills Required

  • Strong quantitative, organizational and analytical skills.
  • Ability to manage multiple projects at once, juggle heavy workload
  • Proficiency in Microsoft Office, especially in Excel and PowerPoint; strong written and oral communications and presentation skills
  • Ability to display data via different graphs to show trending, year over year results
  • Excellent presentation skills, ability to interact comfortably with upper management.
  • Possess knowledge of payroll practices, policies and procedures

Candidate Qualifications

  • BA/BS in Accounting, Finance or equivalent work experience or
  • Professional certification or experience in budget and metric reporting preferred in areas related to Payroll or Finance Operations.
  • 2+ years of direct payroll data processing experience.
  • 2+ years of metric experience
