This position is responsible for leading and managing a team of Analysts whose responsibilities require the timely and accurate processing of all employee tax related withholdings for subsequent payments to Federal, State and Local jurisdictions by a third party vendor according to defined timelines. Annual W-2 reporting to employees and balancing reports to support all required agencies filings is included in this responsibility. This position serves as the subject matter expert for the processes supported, requires a complete understanding of the process for the function, in addition, to how this process integrates with the overall end-to-end payroll processing. The position involves interaction with Human Resources, Executive Comp, Corporate Tax, Accounts Payable, Treasury, Legal, General Ledger, IT and Payroll Support in addition to providing third party vendor support of Payroll Tax Remittances. This position should have an understanding of upstream and downstream interfaces with Payroll and external vendor to lead the ongoing optimization of data flows. This position will support and rotate assignments within the Payroll Operations.

In addition, this position is responsible for managing and monitoring the performance of all customer service channels and all complex employee service issues and vendor management with a third party vendor. The supervisor ensures defined SLA’s are met amongst the day to day responsibilities. In addition, they will monitor each Analyst to ensure they are following the guidelines and procedures identified to ensure quality of the service provided. The candidate must have intimate knowledge and experience of customer service and be able to support these responsibilities in parallel with their other duties.


Scope of responsibilities include but is not limited to the following:

Specific Responsibilities:

  • Responsible for all day to day tax activities to be completed timely and accurately for all payroll processing
  • Responsible for ensuring balance of employee workload for the Analyst and maintaining the day to day workflow
  • Monitor the team performance and assist the payroll tax manager with annual performance appraisals and to identify and develop team goals and objectives
  • Responsible to help identify process automation and standardization in area of responsibility and to be able to present to upper management to support long term strategies
  • Develop strong working relationships with stakeholders and peers to ensure processes are working effectively
  • Works to support the team as assigned, enabling the business through technology enhancements
  • This role must demonstrates a basic understanding of generally accepted accounting principles (GAAP) and basic understanding of organizational industry standards specific internal control concepts and principles.
  • Understands the end-to-end functional processes as well as how the functional processes integrate with the overall end-to-end payroll processes
  • Maintain knowledge of Verizon procedures and guidelines related to data
  • Remain updated to all Federal, State and Local tax changes as appropriate to impacts on Verizon or Verizon employees, payroll tax compliant with all tax law changes
  • Responsible for customer service channel activities, SLAs and key contact to ensure regular updates are maintaining up-to-date information available to both customer and staff
  • Perform customer service quality reviews, training and performance reviews. Mentoring Analysts and providing career development feedback.
  • Supports and monitor all customer service channel SLAs, activities and key contacts to ensure regular updates are maintained as it relates to processes, changes and/or announcements to assist in maintaining up-to-date information available to both customers and staff
  • Monitor functional metric and maintain customer service level agreements
  • Responsible for development of documentation of tax processes
  • Responsible for updating and maintaining process documentation for the tax functions to support audits and controls as well as overall process repository. Ensure updates are completed quarterly for all functions.
  • Run regular tax queries as scheduled and others as needed
  • Identify the need for special adhoc queries to assist in completing appropriate review of fluctuation deviations from standard processing flow or expected results
  • Responsible for tax transactions from Company transfers, mergers and acquisitions
  • Ensure all calculation are validated each payroll cycle and control reports are reviewed and signoff as defined by business
  • Accurate processing of all employee tax related withholdings and subsequent payments to Federal, State and Local jurisdictions by third party vendor
  • Provide managerial support for third party Payroll Tax Remittance and Filing vendor relationships
  • Meet funding deadlines within the stated requirement of internal and external clients
  • Responsible for annual W-2 reporting to employees and jurisdictions. Ensure balancing of all reports to support all required agency filings
  • Understanding of Executive Compensation tax rules associated with special payments
  • Manage the annual special award payment processing
  • Perform validation of system and vendor updates as it relates to payroll processes
  • Provide assistance to Systems team relating to project development testing effort
  • Seeks out continuous process efficiencies or improvement, solicit team for input and participation
  • Identify, manage and implement strategic initiatives for Payroll
  • Support annual Audit/Sox Compliance process to ensure adherence to set standards
  • Support Global payroll responsibilities, where feasible and appropriate
  • Other duties, as required/

  • Manage transitional efforts related to sales and acquisitions of properties. Attend the strategy meetings to define scope and timelines.
  • Manages, through professionals and/or supervisors, the activities of a section or department. Responsible for results in terms of costs, methods & employees.
  • Develops resolutions to complex problems that require the frequent use of creativity. Analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results.

  • Provide support for annual Sarbanes Oxley audit and any related audits, as required.
  • Provide support to Payroll systems team relating to project development testing efforts.
  • Provide managerial support of Global payroll functions, where appropriate.
  • Partner with process peers in HR, Benefits, Finance, Accounting, Treasury, Legal, Labor Relations and HR and Benefit program vendors to resolve complex/escalated employee questions/issues.
  • Manages, through professionals and/or supervisors, the activities of a section. Responsible for results in terms of costs, methods & employees.
  • Provide support for annual Sarbanes Oxley audit and any related audits, as required.
  • Provide support to Payroll systems team relating to project development testing efforts.


Skills Required

  • Comprehensive understanding of Payroll Tax compliance, remittance and filing requirements.
  • Strong interpersonal skills, with proven ability to manage diverse and decentralized teams.
  • Strong experience with PeopleSoft Payroll and HRIS,
  • Strong practical knowledge of Microsoft Project and MS Office, ability to create meaningful presentations to present ideas and obtain approval.
  • Comprehensive understanding of end to end payroll processing requirements.
  • Good understanding of year-end processing procedures and payroll rules.
  • Background in Customer Service desirable, knowledge of Call Center Operations desirable.
  • Finance Operations such as Payroll Tax experience desirable.
  • Excellent organization, communication and time management skills.
  • Background in performing Payroll Liability account reconciliations to General Ledger.
  • Good understanding of required compliance with legal, regulatory, and financial requirements governing functional tasks and activities.

Candidate Qualifications

  • Minimum of 1-2 years’ experience in HRMS/Payroll processing system applications/Garnishments
  • Education – Bachelor Degree
  • Certified Payroll Professional Certification or FPC desired.
  • 2-3 Years Customer Service and supervisory experience
