Responsibilities

Search area issuance, candidate assessment, and approvals within sector area of responsibility

Redesign of mature network areas to minimize capacity constraints

Interface with other areas of network to ensure performance fixes/initiatives are in place
Partner with System Performance to improve network performance

Prepare timely FCC/FAA and FAS submissions

Prepare regulatory submissions in NWF; procuring all needed documents. AM studies, Border & Extension Agreements, Spectrum Clearance.

Conduct data analysis of switch statistics and drive data by conducting drive testing for potential sites, new site integration, and system optimization

Perform radio engineering evaluation for system planning and site acquisition

Create and using RF propagation and planning tools

Conduct and oversee field tests for potential sites

Plan frequency assignments and identifying technical parameters for network growth
Document and report findings

Plan near term integration of new technologies for first applications in the network

Identify location specific needs for new cells using appropriate methods to rank objectively

Evaluate coverage problems and new service area requirements for coverage cells

Utilize propagation modeling software to develop frequency plans

Identifying causes of RF interference and troubleshooting interference problems with system performance

Attend and present at testimony at zoning hearings in support of new cell site proposals

Contribute in the development of long term build plans

Perform Macro/Micro Cell Design including antenna selection and placement

Utilize knowledge of CDMA, EVDO, LTE and microwave to contribute in network design



Qualifications
  • Bachelors degree in Engineering or Computer Science required. Masters degree a plus.
  • A minimum of 3 years of experience in the cellular or telecommunications’ industry
  • Knowledge of InBuilding Repeater and DAS systems
  • Understanding of the relationship between the Macrocell network and the In-building solutions
  • Experience in RF Design CDMA, EVDO and LTE
  • Proficient with RF Design tools to include: In-building and Propagation Modeling software, Mapinfo, DeLorme, data collection software and Windcatcher 
  • Demonstrated knowledge in one or more of the following platforms and/or technologies:    Voice cells infrastructure including:  Lucent, Motorola, Nortel, CDMA data,Telecom experience including:  T1, DACS, OMP,   Digital Communications including:  DS1, DS3, Fiber, ISDN , EBHWireless data service including:  LTE, CDMA, CSD, STP, RF Fingerprinting, Analog, CDMA, Flexent Modular cells (CDMA & PCS), RMT software, and 3G & 4G technologies  
  • Excellent analytic, interpersonal, and communication skills
  • Proficient in office computer applications: Excel, Word, PowerPoint, and Access
  • Excellent troubleshooting skills
  • Ability to perform with general guidance and a thorough understanding of the job and the department’s expectations and goals
  • Decision making skills (making appropriate use of available information and data; making sound decisions with minimal support from Manager; and being responsible for specific projects or definable portions of larger projects or processes)
  • Leadership skills  commitment to excellence, demonstrating company values and policies, initiating action, accepting responsibility for results, and making quality decisions
  • Flexible to attempt alternate solutions to resolve issues and seamlessly adjust to a dynamic, changing business environment
  • Superior organizational and project planning skills
  • Ability to communicate clearly and concisely; listening attentively; applying appropriate grammar; and integrating large volumes of information from multiple sources
  • Work flexible hours and support night or weekend work as needed Overnight travel may be required
  • Valid Driver’s license required
  • Programming background a plus
