This position will manage our Video Engineers in the Customer's Strategic Video Center.  The team will be responsible for first article video designs; researching; testing and recommending video products for both video and networks; Tier 4 video support for video projects and operations and maintenance issues; implementing enterprise wide video solutions (Video walls; VTC equipment upgrades; VTC Scheduling tools; etc.). 

Designs and develops new enterprise audio, video and unified communications services.  Develop and execute hardware and software test plans in order to identify problems and their causes.  Responsible for ensuring that testing conclusions and recommendations are fully supported by test results, and project managers are fully informed of testing status and application deviations from documented user requirements.  Prepares milestone status reports, deliveries and presentations on the system test and evaluation concept to colleagues, subordinates, and end user representatives.

Analyzes system usage, operations and industry best practices to continually enhance operational capabilities of enterprise services.  Analyzes existing and emerging technologies in order to set standards for the audio, video and unified communications peripherals and components.  Evaluates new audio, video and unified communications technologies and makes recommendations to project managers regarding the integration of these technologies into the existing standards.  Analyzes user requirements, procedures, and problems to automate or improve existing systems and review communications system capabilities, workflow, and scheduling limitations. Provides support in the translation of business requirements into telecommunications (Audio and Video) requirements, designs and orders. Must be cognizant of the overarching INFOSEC and COMSEC security requirements for the Sponsor’s network.  May analyze or recommend commercially available hardware and software.

Responsible for defining standard equipment, developing engineering templates and providing recommendations during engineering reviews.  Able to develop and document engineering and integration standards to facilitate seamless hand-offs of standards from 1st article engineering to Service Delivery.  Designs and develops solutions to complex applications problems, system administration issues, or unified communications concerns.   Plans new configurations for integration into the audio and video system, using knowledge of the performance characteristics of the systems being added and the specifications for interfaces to insure effective integration and optimal performance.

  • Define feature and capability standards for all audio/video peripherals and unified communications technologies, services and peripherals
  • Brief technology trends and industry best practices in the realm of audio, video and unified communications and their affect on enterprise systems
  • Project engineering of audio, video and unified communications systems
  • On-site technical support of video installs when required
  • Provide technical assistance to project managers to best fulfill customers’ requests
  • Perform unbiased product evaluations in accordance with the product evaluation guidelines
  • Develop engineering templates for standardized equipment
  • Provide recommendations during engineering review process
  • Develop detailed line (with breakdown of signal and test point values) and rack elevation drawings and to/from cable list
  • Integration of TEMPEST technology and requirements into project requirements
  • Collaborate with engineers or software developers to select appropriate design solutions or ensure the compatibility of system components.
  • Communicate with staff or clients to understand specific system requirements.
  • Define and analyze objectives, scope, issues, or organizational impact of information systems.
  • Document design specifications, installation instructions, and other system-related information.
  • Establish functional or system standards to ensure operational requirements, quality requirements, and design constraints are addressed.
  • Evaluate current or emerging technologies to consider factors such as cost, portability, compatibility, or usability.
  • Evaluate existing systems to determine effectiveness and suggest changes to meet organizational requirements.
  • Identify system data, hardware, or software components required to meet user needs.
  • Communicate project information through presentations, technical reports or white papers.
  • Provide advice on project costs, design concepts, or design changes.
  • Provide guidelines for implementing secure systems to customers or installation teams.
  • Ensure systems are compatible and in compliance with the standards for open systems architectures, the Open Systems Interconnection (OSI) and International Standards Organization (ISO) reference models, and profiles of standards - such as Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model - as they apply to the implementation and specification of Information Management (IM) solution of the application platform, across the application program interface (API), and the external environment/software application. 
  • Perform analysis of documented user requirements and directs or assists in the design of test plans in support of user requirements for software or IT systems.
  • Make recommendations, if needed, on test and evaluation strategies for major systems installations.
  • Identify program deviance from standards, and suggest modifications to ensure compliance.
  • Prepare technical proposals for presentation to the Sponsor’s engineering review boards for adding new technologies to the network.
  • Monitor security posture of the network, and report suspected violations to designated authority. 
  • Evaluate and recommend COTS applications and methodologies that can be acquired to provide interoperable, portable, and scaleable information technology solutions.
  • Collaborate with engineers or software developers to select appropriate design solutions or ensure the compatibility of system components.
  • Develop or approve project plans, schedules, or budgets.
  • Provide advice on project costs, design concepts, or design changes.
  • Provide guidelines for implementing secure systems to customers or installation teams.
  • Design and optimize audio/video system topologies and site configurations. Plan installations, transitions, and cutovers of components and capabilities.
  • Coordinate requirements with users and suppliers.
  • Organize and direct installations on site surveys.
