Consultant – Operations and Production Support – Short Term Disability (STD) / VZB and VZW Time Processing

Primary Responsibility:

This position reports to the Manager – Production Support and Process Integration. The primary responsibility is to provide daily support to the Short Term Disability and VZB/VZW Time Processing Functional teams, assisting with questions and resolving system issues/defects reported as to the results and working of the PeopleSoft payroll system. Will serve as the subject matter expert for the system processes for employee general and benefit related deductions, banking, special payments, new hires, terminations and salary changes. Will provide one on one support assisting the Payroll Operations Functional teams with issue resolution from fallout from each pay cycle, assist in developing queries for research and defect resolution.

Additionally, this position will actively participate as the primary support/lead for all testing of system or processing upgrades, enhancements and changes related to the specific employee data maintenance functions as they are developed in the due course of business activities. This position will lead, support and manage all phases of an assigned project from inception to completion related to enhancements, updates or upgrades (required by law or required by the system application logic), The position will interpret and apply payment and deduction laws and rules within Verizon's payroll system in accordance with established procedures and departmental policies. Employee must understand and react to critical deadlines to ensure Verizon remains in compliance on behalf of the employee and employer for over 184,000 employees.

Responsible for articulating functional and translating business requirements to IT development and testing teams. This position will identify and recommend design changes, draft, and review and approve test plans, lead User Acceptance Testing activities and provide final sign off of all change requirements for production migration. This position is responsible for working in conjunction with IT to write and develop code for enhancements and upgrades.

This position will support and rotate assignments within the Overall Payroll Production and Process Integration team.

Specific Responsibilities:

Scope of responsibilities include but is not limited to the following:

  • Documents requirements based on scope set as it relates to Global Payroll, Time Reporting systems and end to end or downstream processes or systems.
  • Subject Matter expert related to key strategic area identified to support, helps integrate business policies/processes within payroll process.
  • Establishes and documents detailed work plans to identify tasks that must be completed to ensure implementations are successful
  • Work with IT through the development, testing and implementation processes
  • Project Management of on-going system enhancements, i.e. change controls to either the Payroll system or multiple time and labor systems
  • Responsible for system testing and validation as needed for scheduled upgrades, new releases, etc.
  • Supports and Collaborates with STD and VZB/VZW Time Reporting team related to operational processes and efficiencies within the functional team
  • Responsible for providing payroll signoff and approval to move system changes to production
  • Responsible for development of training and process documentation
  • Responsible for understanding and applying the strategic initiatives set by Payroll, HR, IT, Legal and Finance where applicable
  • Works with external vendors to define requirements, testing and implementation plans as required
  • Receives broad guidance & is accountable for project results. Work is accomplished without considerable direction.
  • Communicates and alerts the Manager – Production Support/Process Integration to any issues found
  • Works with Production Support team related to technical/system issues and overall understanding of the production process.
  • Works with the Sr. Analyst Payroll Content and Sr. Analyst STD/Time Reporting to identify Change Management items and or processes impacting the Operational team


Skills Required

  • Strong working experience with PeopleSoft HRMS, Workbrain and PeopleSoft Time and Labor Reporting, specifically in short term disability processing and time reporting.
  • Working knowledge of collective bargain agreements and implementation of pay rules
  • Working knowledge of pay rules for exempt and non-exempt employees
  • Finance Operations such as Payroll experience desirable.
  • Strong working knowledge on Core HR and Payroll data elements
  • Strong working knowledge in business processes identified to support – Short Term Disability and Time Reporting
  • Proven strong project management skills
  • Excellent organization and time management skills
  • Strong interpersonal skills, with proven ability to manage diverse and decentralized teams
  • Strong working knowledge of Microsoft Project and MS Office
  • Strong working knowledge of report query and design, SQL writing
  • Receives broad guidance & is accountable for project results.
  • Exercise considerable judgment in developing methods, techniques & evaluation criteria for obtaining
  • Ability to identify and communicate process improvements as identified in the normal performance of daily functional activities.
  • Cooperatively interact with peers in HR, Benefits, Finance, Legal, Labor, Security and IT to identify requirements as needed.

Candidate Qualifications:

  • Minimum of 2-3 years’ experience in HRMS/Payroll Processing/Timekeeping system applications
  • Education – Bachelor’s degree required, CPP or FPC, desirable.
  • 1-3 years of management experience preferred
