This position will also require focus on traffic engineering and capacity planning for the CDMA, EVDO and LTE (700 & AWS) Network in the Carolinas region.  The position will be responsible for traffic planning for all technologies implemented in the Carolinas region. Lead and collaborate on the 6 month to 3-5 year growth plan and development of capital plans for the CARTN Area, working with the CARTN Engineering teams, South Area Planning and HQ planning.
Provide RF Traffic Forecasting guidance on 1x, EVDO, LTE (700 & AWS) and carrier frequency coordination for a 12 month rolling, and 3-5 year plan. Focus on voice and data performance and planning on the deployment of carriers and cards throughout the network while staying within the yearly budget parameters. Create tools and spreadsheets to support cell and carrier planning. Monitor current RF system efficiency metrics and assist with recommendations on improvement to meet capital and corporate objectives. Continually review all aspects of Traffic planning and recommend new procedures, programs, or tools to enhance job productivity. 

  • Analyze the monthly VPI reports for trigger sectors and come up with Solutions for those. Understand different options for LTE capacity solutions and recommend them appropriately.
  • Provides monthly capacity planning/trending and traffic reports (YTD & forecasted) related to the 1X, EVDO & LTE network
  • Perform Daily/Weekly/Monthly wireless traffic analyses across multiple wireless switches.
  • Collect and analyze traffic data to project performance and growth requirements.
  • Monitor LTE performance, monitor offload from LTE capacity solutions and keep the LTE capacity plan updated. Maintain a healthy pipeline.
  • Monitor CE utilization on daily monthly basis, Create forecast for future growth.
  • Maintain CE utilization in order to meet the growth as well as financial plan.
  • Monitor carrier utilization and provide carrier planning.
  • Create and maintain plan for special events such as football games, mass calling events.
  • Issue work orders to create and/or increase/decrease capacity requirements as traffic demands.


BS in Engineering or Computer Science or equivalent work experience required.  Masters degree a plus. 2+ years of experience in the cellular or telecommunications industry preferably in a technical or network role.    Working knowledge in one or more of the following platforms of CDMA, EVDO and LTE technology: Infrastructure including:  Lucent (1x/DO), Motorola (1x/DO), Ericsson (LTE). Operating systems and applications including:  UNIX, Windows, Propagation Modeling tools (such as GeoPlan), MS Office applications, and MapInfo.  Wireless technologies including:  CDMA, 1X, IS-2000,  EVDO, traffic theory, IS-41, LTE.  Test equipment including:  DataPro, pilot scanners, baseline equipment, spectrum analyzers and sweep/PIM equipment.  General knowledge in digital communications including:   DS1, DS3, Fiber, FTTC, and microwave.  RF System Optimization techniques for voice and data for Nortel, Motorola, and/or Lucent infrastructure and LTE for Ericsson .  2+ years RF experience preferred.    Should have a solid understanding of RF engineering concepts and principles, including antenna, line, and RF theory; propagation modeling, FCC/FAA regulations, and must show aptitude and desire to learn and advance in a changing technical field.

Good analytical, interpersonal, and communication skills; must be capable of representing company from network perspective to internal and external customers.  Valid driver’s license required.
