MCI WorldCom Adds Two More FTS2001 Selections

Department of Health and Human Services, Education Select MCI
WorldCom

McLean, VA. August 26, 1999 - MCI WorldCom today announced that
two more cabinet level agencies have selected MCI WorldCom to provide
all voice, data, Internet and videoconferencing services under the
FTS2001 program. The selections by the Department of Health and Human
Services and the Department of Education have a combined potential
value of $160 million over the eight-year life of the FTS2001 program.

The Department of Health and Human Services becomes the tenth major
federal agency to select MCI WorldCom under the FTS2001 program.
Earlier this year, the Department of Education selected MCI WorldCom
for voice services, now the Department of Education adds data, Internet
and conferencing to the Department's MCI WorldCom provisioned
services.

In January of 1999 MCI WorldCom captured the second of two awards
for the FTS2001 Contract. Under FTS2001, individual user agencies, such
as the Department of Education, may choose from either of two companies
to provide telecommunications services to the agency.

Since Contract award, MCI WorldCom Government Markets has
successfully competed to provide all voice, data, Internet and
conferencing services to the Departments of Interior, Agriculture,
Transportation, Commerce and the Social Security Administration. The
Department of Labor selected MCI WorldCom for all voice and advanced
data services. In addition, The Department of Defense, the largest
single user of long distance services under the old FTS2000 program,
and the Department of Energy chose MCI WorldCom to provide voice
service.

By selecting MCI WorldCom, the Department of Health and Human
Services and the Department of Education will be able to capitalize on
MCI WorldCom's cost effective telecommunications services as well as
market leading solutions such as FTSNet, MCI WorldCom's e-commerce
solution for government agencies designed for customer order entry,
network management and report generation.

"We are looking forward to working closely with the Department of
Health and Humans Services and Department of Education to deploy the
most advanced and cost effective communications technology in the
world," said MCI WorldCom Government Markets Executive Director for
Civilian Markets Tony Bardo. "Both departments have important
constituent service missions and we will demonstrate our total
commitment to these agencies by executing upon our hallmark of superior
customer service."
