WorldCom's Reaction to U.S. - Japan Agreement To Lower Interconnection Costs

WorldCom applauds the U.S. Government and the Government of Japan on
their agreement to reduce the rates that NTT charges other carriers to
terminate calls on NTT's network.

With the agreement, the Government of Japan has demonstrated its
commitment to the reduction of interconnection rates toward competitive
levels. The immediate introduction of lower interconnection rates under
the agreement is a critical step in creating a more pro-competitive
environment in Japan. Consumers in Japan and the United States will
ultimately win as a result. Also important, the commitments made by
Japan to lower interconnection rates will set a positive example for
other countries around the world that face similar competition
issues.

WorldCom particularly appreciates the intense efforts of Ambassadors
Barshefsky and Fisher and their staff, and the Minister of Posts and
Telecommunications and his staff, to reach a favorable agreement.
