IMPORTANT NOTICE RELATING TO THIS GUIDE AND FORMER TARIFFS

 

Prior to August 1, 2001, service was furnished under WIDSI Tariff FCC No. 9 filed with the Federal Communications Commission and now canceled. Beginning August 1, 2001, service is being furnished pursuant to this Guide and any underlying written contract between the Company and the Customer.

 

Please note the following regarding this important change.

 

        WIDSI Tariff FCC No. 9 was amended on June 23, 2001 to incorporate new or revised Online Definitions and new or revised Online Master Terms - Terms and Conditions of Service contained in WorldCom Tariff FCC No. 1. Like the service in former WIDSI Tariff FCC No. 9, these Online Definitions and Online Master Terms are now part of this Guide and, therefore, are part of customer service contracts. Some of the definitions and terms and conditions contained in former WIDSI Tariff FCC No. 9 are reflected in the Online Definitions and Online Master Terms and Conditions of Service and, accordingly, were removed from the former tariff at the time of detariffing on July 31, 2001. This explains why there may be omissions or gaps in the service information previously found in WIDSI Tariff FCC. No. 9 and currently contained in this Guide.

 

        Except as noted in the preceding paragraph, the text of this Guide replicates the information contained in former WIDSI Tariff FCC No. 9 on July 31, 2001.

 

        If there is an inconsistency between a Online Definition or a Online Master Term and Condition, a service-specific definition or term and condition, or a definition and term and condition contained in a written contract between the Company and the Customer, the relationship with the Customer will consist of the following, in order of precedence from (1) through (3): (1) the definition or term and condition in the written contract; (2) the service-specific definition or term and condition; and (3) the Online Definition or Online Master Term and Condition. An inconsistency will be deemed to include any instance in which a service-specific definition or a service-specific term and condition has no counterpart in the Online Definitions or the Online Master Terms and Conditions of Service.

 

        The Company may change the Guide from time to time and any change made will be binding on customers after fulfillment of the notice period[].

 

        Any reference to tariff within the text of the Guide shall mean Guide.

 

GUAM MESSAGE TOLL TELEPHONE SERVICE

 

A. APPLICATION OF TARIFF

 

This tariff applies to interstate and foreign message toll telephone service furnished by the Company, successor to Western Union International, Inc., or furnished jointly by the Company and concurring, connecting or other carriers (hereinafter referred to as the communication company) from or via Guam to the United States (50 states and District of Columbia), its territories and possessions and foreign countries.

 


B. DESCRIPTION OF SERVICE

 

Message toll telephone service consists of providing facilities for telephone communication. The Company does not undertake to transmit messages but furnishes the use of its facilities to customers for direct telephone conversations.

1. Availability of Service: The service is available during limited periods between or via Guam and the countries or areas listed in D. 2. following,, subject to transmission, atmospheric and like limitations except that there are some points in some of the countries listed which are not accessible to this telephone service.

 

2. Limited Conversation: The communication company reserves the right to limit the length of conversation when necessary because of a shortage of facilities caused by emergency conditions.

 

3. Obligation of Customer:

 

(a) The calling party shall establish his identity in the course of any communication as often as may be necessary.

 

(b) The calling party shall be solely responsible for establishing the identity of the person or persons with whom the connection is made at the called station.

 

4. Termination of Service for Cause: Upon nonpayment of any sum due the Company for a period of 60 days from the date that billing was rendered, or upon a violation of any of the conditions governing the furnishing of service, the Company may, by notice in writing to the customer, without incurring any liability, forthwith discontinue the furnishing of said service.

 

5. Establishment of Connections

 

(a) Calls may be booked in advance of the time communications is desired with the understanding that the communication company will endeavor to complete them as near as possible to the time specified by the calling party, provided such time is within the service period.

 

The communications company does not undertake to bring to a telephone a called person who cannot be reached at a telephone connected to the system of the communication company. However, at the request of the calling party, the communication company, when possible, will arrange on behalf of the calling party, for messenger service; that is, a messenger or other means to notify the called party of the call. The communication company shall be reimbursed by the calling party for the amount expended for such authorization by the calling party to the extent that they can be determined in advance. Such charges for messenger service are in addition to the tariff charges for the call.

 

6. Timing of Connections

 

(a) On a call which is not filed to a specified person or branch reached through a branch exchange, chargeable time begins when connection is established between the calling telephone and the called telephone or private branch exchange switchboard.

 

(b) On a call which is filed to a specified person or branch reached through a branch exchange, chargeable time begins when connection is established between the calling person and called person or private branch exchange telephone.

 

(c) Chargeable time does not include time lost because of faults or defects in the service.

 

(d) Chargeable time ends when the connection is terminated at any point.

 

7. Billing and Collection of Charges

 

(a) The customer is responsible for payment of all charges for service furnished the customer, including charges for services originated or charges accepted at the customer's station.

(e) If the Company incurs any fees or expenses, including attorney's fees, in collecting, or attempting to collect, any charges owed the Company by a non‑Residential service customer, the customer will be liable to the Company for the payment of all such fees and expenses reasonably incurred.

 

(f) If the Company hires a collection agency to collect, or attempt to collect, any charges owed the Company by a Residential service customer, the customer will be liable to the Company for an additional payment equal to 35 percent of the charges owed, where permitted by applicable law.

 

If the Company incurs any fees or expenses, including attorneys' fees, in collecting, or attempting to collect, any charges owed the Company other than by hiring a collection agency, the customer will be liable to the Company for the payment of all such fees and expenses reasonably incurred.

 

(g) The customer is entitled to a statement of legal fees that are being assessed.

8. Classes of Service

 

(a) Calls may be filed either to a specified person or to a specified telephone, the charge being the same in either case except on calls to the United States, China (Taiwan), Hawaii, Japan, Midway, Wake, S. Korea, Hong Kong, and Australia for which person-to-person and station-to-station rates apply.

 

(b) Week-day rates apply during the entire service period for which service is available except where Sunday rates are applicable.

 

(c) Sunday rates apply during the service period on Sundays, except in the case of International Dial service to the continental United States and Hawaii, where weekend rates apply from 12:00 a.m. Saturday to 11:59 p.m. Sunday. For station-to-station and person-to-person service to the continental United States and Hawaii, weekend rates apply from Friday midnight to Sunday midnight only.

 

(d) The time of day when connection is established, determined in accordance with the time (standard or daylight saving) legally or commonly in use at the point where the calling station is located, determined whether day or Sunday rates apply. In cases where a call begins in one rate period and ends in another, the rates in effect at the time the connection is established applies regardless of whether the call is prepaid or collect.

 

(e) Station-to-station service is that service where the person originating the call gives to the Company's operator the telephone number of the desired telephone, branch exchange system, or branch exchange station which is reached directly rather than through a branch exchange attendant, or gives only the name and address under which the number of the desired telephone or branch exchange system is listed, and does not specify a particular person to be reached, nor a particular station, department or office to be reached through a branch exchange attendant.

 

(f) Person to person is that service where the person originating the call specifies of the Company's operator a particular person to be reached or a particular station, department or office to be reached through a branch exchange attendant.

 

When, after the telephone or branch exchange system called has been reached and while the connection remains established, the person originating the call requests or agrees to talk to any person other than the person specified, or to any other station, department or office to be reached through a branch exchange attendant, the classification of the call remains person to person.

 

When the person originating the call wishes arrangements made in advance with a particular party or station for the establishment of a connection at a specified time (appointment call) the call is classified as person-to-person.

 

(g) International dial is that service where the person originating the call directly dials the telephone number of the desired telephone, branch exchange system or branch exchange station which is reached directly rather than through a branch exchange attendant.

 

9. Liability:

 

(a) Except for granting credit allowances for interruptions of service as provided for elsewhere in this tariff, The Company shall not be liable for any failure of performance due to causes beyond its control, including, but not limited to, acts of God, fires, floods or other catastrophes; national emergencies, insurrections, riots or wars, strikes, lockouts, work stoppages or other labor difficulties; preemption of existing services to restore service in compliance with Part 64, Subpart D, Appendix A, of the FCC's Rules and Regulations; and any law, order, regulation or other action of any governing authority or agency thereof.

 

(b) The Company's liability for willful misconduct, if established as a result of judicial or administrative proceedings, is not limited by this tariff. The Company's liability, if any, with regard to the delayed installation of Company facilities or commencement of service, shall not exceed $1,000. With respect to any other claim or suit, by a customer or by any others, for damages associated with the ordering (including the reservation of any specific number for use with a service), installation (including delays thereof), provision, termination, maintenance, repair, interruption, or restoration of any service or facilities offered under this tariff, and subject to the provisions of Sections C-(9)(c) to C-(9)(g), following, The Company's liability, if any, shall be limited as follows:

 

(1) With respect to any outbound service provided by The Company, The Company's liability shall not exceed an amount equal to the proportionate monthly recurring charges, if any, ‑ including any service charges, minimum monthly charges, basic feature package charges, monthly charges for optional feature, charges for dedicated access facilities and any other monthly charges ‑‑ for the period during which the service was affected, or, if only a transmission using the shared interexchange facilities is interrupted, an amount equal to the charge applicable to a one minute call to the called station at the time the affected call was made.

 

(2) With respect to any inbound service provided by the Company, the Company's liability shall not exceed an amount equal to the proportionate monthly recurring charges, if any, ‑‑ including any monthly fee for any option associated with the service, charges for dedicated termination facilities, and any other monthly charges ‑‑ for the period during which the service was affected, or, if only a transmission using the shared interexchange facilities is interrupted, an amount equal to the charge applicable to a one minute call to the customer's station at the time, and over the range, of the affected call, taking account of the form of service and type of termination the customer had selected.

 

The Company shall not be liable at all for the use, misuse, or abuse of a customer's 800 Service by third parties, including, without limitation, the customer's employees or members of the public who dial the customer's 800 number by mistake. Compensation for any injury the customer may suffer due to the fault of others than the Company must be sought from such other parties.

 

(3) For metered use service, the Company's liability shall not exceed an amount equal to the charge applicable to a one minute call to the called station at the time the affected call was made.

 

This limitation applies to all international calls regardless of the Company service to which the customer subscribes.

 

(4) With respect to the routing of calls by the Company to public safety answering points or municipal emergency service providers, the Company's liability, if any, will be limited to the lesser of: (a) the actual monetary damages incurred and proved by the customer as the direct result of the Company's action, or failure to act, in routing the call, or (b) the sum of $1,000.00.

 

The liability provided for above, shall, in each case, be in addition to any amounts that may otherwise be due the customer under this tariff as a credit allowance for the interruption of service. In no event shall the Company be liable to customer for any indirect, special, incidental, consequential, punitive or exemplary loss or damage of any kind, including lost profits (whether or not the Company has been advised of the possibility of such loss or damages) by reason of any act or omission in its performance under this tariff.

 

(c) The Company shall be indemnified, defended, and held harmless by the customer or by others authorized to use the service against all claims of loss or damage arising from the use of service furnished under this tariff, including:

 

(1) claims for libel, slander, invasion of privacy, or infringement of copyright arising out of the material, data, information, or other content transmitted via Company service;

 

(2) patent infringement claims arising from combining or connecting Company service with apparatus and systems furnished by the customer or others; and

 

(3) all other claims arising out of any act or omission of the customer or others, including those relating to Section C-(9)(g) following, in connection with any service provided by the Company.

 

(d) The Company shall not be liable for any act or omission of any other company or companies furnishing a portion of the service, or from any act or omission of a third party, including those vendors participating in offerings made to customers under this tariff, or for damages associated with service, channels, or equipment which it does not furnish, or for damages which result from the operation of customer‑provided systems, equipment, facilities or services which are interconnected with Company services.

 

(e) The Company does not guarantee nor make any warranty with respect to service installations at locations at which there is present an atmosphere that is explosive, prone to fire, dangerous or otherwise unsuitable for such installations. The customer and user shall indemnify and hold the Company harmless from any and all loss, claims, demands, suits or other action, or any liability whatsoever, whether suffered, made, instituted or asserted by the customer or by any other party, for any personal injury to, or death of, any person or persons, and for any loss, damage or destruction of any property, whether owned by the customer or others, caused or claimed to have been caused, directly or indirectly, by the installation, operation, failure to operate, maintenance, removal, presence, condition, location or use of service furnished by the Company at such locations.

 

(f) The Company is not liable for any defacement of, or damage to, the premises of a customer resulting from the furnishing of service, or the attachment to service by the Company of instruments, apparatus and associated wiring on such customer's premises or from the installation or removal thereof, when such defacement or damage is not the result of Company negligence. No agents or employees of other participating carriers shall be deemed to be agents or employees of the Company.

 

(g) The Company shall not be liable for the customer's failure to fulfill its obligation to take all necessary steps including, without limitation, obtaining, installing and maintaining all necessary equipment, materials and supplies, for interconnecting the terminal equipment or communications system of the customer, or any third party acting as its agent, to the Company network. The customer shall secure all licenses, permits, rights‑of‑way, and other arrangements necessary for such interconnection. In addition, the customer shall ensure that its equipment and/or system or that of its agent is properly interfaced with Company service, that the signals emitted into the Company's network are of the proper mode, band‑width, power, data speed, and signal level for the intended use of the customer and in compliance with the criteria set forth in Section C-13 following, and that the signals do not damage Company equipment, injure its personnel or degrade service to other customers. If the Federal Communications Commission or some other appropriate certifying body certifies terminal equipment as being technically acceptable for direct electrical connection with interstate communications service, the Company will permit such equipment to be connected with its channels without the use of protective interface devices. If the customer or its agent fails to maintain and operate its equipment and/or system or that of its agent properly, with resulting imminent harm to Company equipment, personnel, or the quality of service to other customers, the Company may, upon written notice, require the use of protective equipment at the customer's expense. If this fails to produce satisfactory quality and safety, the Company may, upon written notice, terminate the customer's service without liability.

 

10. Restrictions of Service

 

Calls to or from a foreign country are subject to the restrictions as may be enforced from time to time by authorities of such country.

14. Initial and Overtime Periods

 

Message toll telephone rates are quoted in terms of initial and overtime periods as follows:

 

(a) The initial period for international dial calls is one minute or fraction thereof. The initial period for station-to-station and person-to-person calls is three minutes or fraction thereof.

 

(b) The overtime period is one minute or any fraction thereof.

 

15. Reversal of Charges (Collect Calls)

18. Message Toll Service Plans (MTSPs)

 

Under these plans, a customer can receive discounts on service based upon a commitment to a term of service of either 1, 2, or 3 years. The resulting usage rates under a particular plan are determined by deducting the respective MTSP discounts from the standard usage charges for each applicable service.

 

Customers who enroll in a MTSP shall not be entitled to any other discount or any promotion offered by the Company on usage charges arising from services furnished under the MTSP.

 

(a) Notification Required From Customers: All customer requests to commence, change, or terminate an MTSP must be made in writing and received by the Company no later than the 15th day of the month preceding the month in which the desired action is to take effect. All rate plan changes for service take effect on the first day of a calendar month.

 

A customer may cancel enrollment in an MTSP prior to its commencement without incurring any termination liability. Such cancellation, however, shall not be deemed to be a request to cancel service, unless otherwise indicated in the written notification.

 

The MTSP automatically renews for periods of 1 year following the expiration of a term commitment, unless the customer provides written notice to the Company at least 30 days prior to the expiration of the original or renewal term of the customers intention to allow the plan to expire.

 

(b) Commencing An MTSP: Subject to the terms for Notification Required From Customers, the customer must select: the desired MTSP term and month in which the plan is to commence. The MTSP commences the first day of the second full monthly billing period following the latest signature date on the MTSP enrollment form.

 

(c) Terminating a Message Toll Service Plan: A customer may terminate a MTSP before the expiration of its committed term without liability, except for charges incurred prior to termination, provided the customer enrolls in a new MTSP with a greater or equal term and a greater or equal monthly volume commitment.

 

Except as explained above for terminating an MTSP prior to its committed term without liability, the customer will pay a termination charge equal to a portion of the total discounts received under the MTSP during the term of service prior to termination, based upon the year of the term in which the customer terminates service, as follows:

D. RATES

 

General Charges: Pursuant to Section C-7(d), the following charges and other provisions will apply as specified below. These charges will: (i) be calculated after the application of promotional and other discounts; (ii) not be eligible to receive promotional or any other discounts; (iii) not be included to determine satisfaction of usage volume requirements; (iv) not apply to tax, tax-like and/or tax-related surcharges as described in Section C-7(c); and, (v) be calculated based upon the rates shown below in Section D-b as applied to the customer's total interstate and international usage, unless otherwise specified. (For purposes of this Section D - General Charges only, "usage charges" means all tariffed charges appearing on a customer's invoice.)

 

a) Carrier Access Charge:

 

1) A monthly $1.46 per account charge1 will be applied to invoices of Residential Service customers of Message Toll Telephone Service.

 

2) A monthly $2.65 charge per ANI which is presubscribed to the Company's service will be applied to invoices of non-Residential Service customers of Message Toll Telephone Service.

 

1 For monthly billing periods beginning on or after July 1, 2000, the

Carrier Access Charge will not apply. For monthly billing periods beginning before July 1, 2000, the Carrier Access Charge will be applied, irrespective of the invoice date or the date the invoice is received by Customer.

 

b) FUSF and CCRC apply.

 

c) Paper Invoice Charge applies.

 

d) Property Tax Recovery Charge applies.

 

e) Customer Support Services charges apply.

 

f) Convenience Payment Charge applies.

 

g) Administrative Expense Fee applies.

 

 

1. Service from points outside Guam to points within Guam

 

(a) In connection with Service from points outside Guam to points within Guam, when the charges to customers are made by a company or administration not subject to the Communications Act of 1934, as amended, it is the intention of the communication company that the charges for such service shall approximate the charges shown in this tariff for service from points within Guam with due regard to differences in the monetary units of the countries involved. In those countries or areas the charges are quoted in the currency of the country in question at rates of exchange with respect to United States dollars which may vary from time to time because of changes in monetary and other conditions.

 

(b) Guam Card Customers may place calling card access calls (i) from Guam to domestic locations and the international locations specified in Section D.2 by accessing Company service via a Company-designated 7-digit number and (ii) from the U.S. Mainland or designated countries1 to Guam and have them charged to their Company Guam account by accessing Company service via a Company-designated toll free number. Callers must use a Company-designated security code to place these calls. Calls may be completed by either direct-dial or by operator assistance. Calls placed through this service qualify for the discounts as specified in Section D.2.4.

 

(c) Direct-Dial Direct-dial calls placed through a company designated access number will be priced at International Dial service rates as specified in Section D.2 based on the country of origin. These calls will also be subject to a $.50 surcharge.

(d) Operator Assisted Operator assisted calls placed through a company designated access number will be priced at Station-to-Station service rates specified in Section D.2 based on the country of origin. Person-to-Person calls will be charged the Person-to-Person rates identified in the same section.

 

(e) Personal International 8001

 

Customers who subscribe to this service will receive a private 800 number at which inbound calls may be received from any location within the U.S. Mainland. Callers must use a company designated access number to place these calls. The calls will be charged the International Dial service rates specified in Section D.2. Customers may elect to use a unique identification code for security purposes. Calls placed through this service qualify for the discounts as defined in Section D.2.4.

 

(f) Commercial International 8001

 

Customers who subscribe to this service will receive a private 800 number at which inbound calls may be received from any location within the U.S. Mainland. Callers must use a company designated access number to place these calls. The calls will be charged the International Dial service rates specified in Section D.2. Customers may elect to use a unique identification code for security purposes. Calls placed through this service qualify for the discounts as defined in Section D.2.4.

3. Optional Calling Plans

 

A. Customers subscribing to Domestic Dial "1" Service may elect to subscribe to one of the following Optional Calling Plans:

 

1. Residential customers1 who subscribe to this Optional Calling Plan will be charged $0.29 per minute for usage during all rate periods for calls terminating in the United States, including the U.S. Mainland, Alaska, Hawaii, Puerto Rico, the U.S. Virgin Islands, and the Commonwealth of the Northern Mariana Islands. This rate is in lieu of the domestic rates found in Section D.2.

 

2. Non-residential customers (as defined by the Guam Telephone Authority) who subscribe to this Optional Calling Plan will be charged $0.49 per minute for usage during all rate periods for calls terminating in the United States, including the U.S. Mainland, Alaska, Hawaii, Puerto Rico, the U.S. Virgin Islands, and the Commonwealth of the Northern Mariana Islands. This rate is in lieu of the domestic rates found in Section D.2.

 

B. Asia/Pacific Calling Plan1

 

The Asia/Pacific Calling Plan is a term plan, in lieu of all other tariffed term plans, available to non-residential2 and residential customers. Customers who subscribe to Company service under the Asia/Pacific Calling Plan are subject to the following conditions:

 

1. Description of Service:

2. Term Commitment and Renewal Options: A non‑residential customer must commit to service for a term of service of either 1, 2, or 3 years. A residential customer must commit to service for a 1-year term. The term of service will commence no earlier than the fifteenth of the billing month in which the customer subscribes to the plan. A plan will automatically renew for an one-year term and equivalent annual volume commitment upon expiration of its term unless the customer provides written notification to cancel the Asia/Pacific Calling Plan, which must be received by the Company no more than 30 days after expiration of the existing term. If the customer cancels the existing term plan within 30 days after expiration of the existing term, the customer will receive the discounts for which the customer qualifies during the 30-day period following the expiration of the existing term of service.

 

 

1 Effective June 10, 2000, provisions of Sections D.3.B.2, D.3.B.3, D.3.B.4 and D.3.B.5 do not apply to new customers of this plan.

 

2 Effective June 10, 2000, this plan is not available to non-residential customers.

 

3. Volume Commitment: A non-residential customer must commit to an Asia/Pacific Calling Plan annual volume commitment of $10,000. A residential customer must commit to an Asia/Pacific Calling Plan annual volume commitment of $600. The customer's annual volume commitment will be based upon the customer's annual use of the services set forth in Section D.3.B.1, calculated prior to the application of the rates and discounts set forth under this plan.

 

4. Underutilization Charges: If at the end of any year of the term of service, a customer fails to satisfy its annual volume commitment, the customer must pay the difference between the customer's actual use of the services set forth in Section D.3.B.1 (after application of the rates and discounts set forth under this plan) in that year and the annual volume commitment.

 

5. Early Termination Charges:

 

5.1 Cancellation or Discontinuance Without Liability: A customer may cancel or discontinue prior to the expiration of the term of service without liability if the customer's annualized actual use of the services set forth in Section D.3.B.1 (after application of the rates and discounts set forth under this plan) under this plan is equal to or exceeds the annual volume commitment.

 

5.2 Cancellation or Discontinuance With Liability: Discontinuance of all services furnished under the Asia/Pacific Calling Plan prior to the expiration of the committed term of service constitutes discontinuance of the plan and the customer will be billed and required to pay an early termination charge equal to the Underutilization Charge for that year.

 

6. Rates and Charges: Customers will be charged the following per-minute rates for Direct Dial and Guam Card usage which originates in Guam and terminates in the following locations and for Toll Free service usage which originates in the following locations and terminates in Guam:

The Asia/Pacific Business Calling Plan is a term plan, in lieu of all other tariffed term plans, available to non-residential customers. Customers who subscribe to Company service under the Asia/Pacific Business Calling Plan are subject to the following conditions:

 

1. Description of Service:

2. Term Commitment and Renewal Options: Customers must commit to service for a term of service of either 12, 18, or 24 months. The term of service will commence no earlier than the fifteenth of the billing month in which the customer subscribes to the plan. A plan will automatically renew for a 12-month term and equivalent annual volume commitment upon expiration of its term unless the customer provides written notification to cancel the Asia/Pacific Business Calling Plan, which must be received by the Company no more than 30 days after expiration of the existing term. If the customer cancels the existing term plan within 30 days after expiration of the existing term, the customer will receive the rates and charges for which the customer qualifies under the customer's existing term of service during the 30-day period following the expiration of the existing term of service.

 

3. Early Termination Charges:

 

3.1 Cancellation or Discontinuance With Liability: Discontinuance of all services furnished under the Asia/Pacific Business Calling Plan prior to the expiration of the committed term of service constitutes discontinuance of the plan and the customer will be billed and required to pay an early termination charge equal to 100 percent of the difference between the amount charged the customer for usage during the term of service and the customer's usage calculable at the Base Rates set forth in Section D.3.C.4 and the per-minute rates set forth in this Section.

 

4. Base Rates: For purposes of this plan, the following per-minute charges are defined as "Base Rates":

G. MOBILE SERVICES

 

1. Satellite Mobile Service

 

The provisions of Satellite Mobile Service apply, except as set forth in this Section.

 

b. Application of Rates:

 

Per-Call Surcharges: In lieu of the per-call surcharges set forth under Satellite Mobile Service, the following per-call surcharges will apply. For calls accessed used a calling card, a $4.00 surcharge will apply, for person-to-person calls, a $7.00 surcharge will apply and for station-to-station calls, a $4.00 surcharge will apply. Charges under this service will be applied to each minute or fraction thereof of a call.
