Here's how to place a call from your Pixel 3 / 3 XL.
  1. From a Home screen, tap the
    Phone icon
     Phone icon (lower-left).
    If unavailable, swipe up to display all apps then tap
    Phone
    .
  2. Tap the
    Keypad icon Phone dialpad icon
    (located on all tabs except the Contacts tab), enter a 10-digit number then tap
    Call
    .
    To place a call from the Contacts list, tap
    Contacts
    , tap the appropriate contact then tap the applicable number to dial.
