Steps

  1. Open the
    Start menu
    .
  2. Select
    Device Manager
    .
  3. Expand the Universal Serial Bus controllers section, select
    USB Root Hub
     for the data card (e.g. Novatel, Pantech, etc.) then choose
    Properties
    .
  4. From the Power Management tab, ensure 'Allow the computer to turn off this device to save power' isn't checked then select
    OK
    .
  5. Restart your device.
