The Silent Threat: How Copper Theft Endangers the Digital Lifeline of Los Angeles

By: Jake Hamilton
Vice President Network Engineering

Los Angeles is defined by its resilience. We have weathered earthquakes, wildfires like Palisades and Eaton in 2025, and historic storms. And in every crisis, our ability to stay connected has been the digital lifeline that keeps us safe. But today, that lifeline is under attack from a relentless and escalating threat: network vandalism and copper theft.

This crime wave, which sees thieves severing copper and fiber optic cables for scrap metal, is too often dismissed as "petty theft." But the consequences for our communities are far from minor. This is a public safety crisis that is actively destabilizing the infrastructure our city depends on. Verizon is working tirelessly alongside law enforcement and city officials to combat this trend, but the reality is stark: this is a crime against all Angelenos.

The Human Cost: Where Petty Theft Becomes a Life-or-Death Threat

The most insidious impact of network vandalism is on public safety. When thieves cut a line for a few dollars’ worth of copper, they are creating a dangerous communications vacuum. This is especially true for vulnerable residents, like senior citizens, who may rely on their phone or a dedicated medical alert device to reach help.

In a city constantly facing the threat of wildfires, every single second counts. A severed connection means that in an emergency; be it a house fire, a medical crisis, or a wildfire evacuation warning, a resident may be unable to receive emergency alerts or dial 911. We have seen incidents in California where 911 emergency services were completely cut off due to cable vandalism. This is not a hypothetical danger; it is a clear and present threat. When thieves attack our network, they are not just stealing wire; they are stealing precious time from our first responders and stealing safety from our neighbors.

Building Resilience: Why Verizon Runs to the Crisis, Not Away

At Verizon, we operate with a singular focus: to provide the most reliable network experience possible. We obsess over resilience, ensuring our network is built to withstand natural disasters. Even during the devastating Palisades and Eaton fires, our infrastructure stood strong, designed with redundancies, backup power, and multi-layered fiber and wireless technologies.

However, malicious acts of vandalism create a crisis where there was none. When these events occur, our dedicated engineers and technicians, many of whom live right here in Southern California, immediately run toward the crisis. They work around the clock, in hazardous environments, to splice severed fiber lines and restore connectivity.

According to data released at the recent Telecommunications Industry Summit: Protecting Critical Communications Infrastructure, when it comes to critical attacks to network infrastructure, California and Texas alone are responsible for over half of the total number of incidents reported.

The True Cost: A Crime Against Our Shared Future

The notion that network vandalism is a faceless crime is simply false. This is a crime with tangible victims and quantifiable consequences that directly harm our future.

The millions of dollars we are forced to divert into emergency repairs—both Verizon’s resources and taxpayer money—is money that should be funding critical investments, such as expanding broadband access in underserved neighborhoods or deploying next-generation 5G technology.

Together, we can ensure that the resilience built into our network is protected, keeping Los Angeles safe and connected when it matters most.
