Bell Atlantic - Pennsylvania Responds to Coverage
of Company's Position on Treatment of Calls to

Background: Over the last several days, news coverage and press
releases have mischaracterized Bell Atlantic's position before the
Pennsylvania Public Utility Commission (PUC) concerning the treatment
of calls to the Internet. The following may be attributed to Daniel J.
Whelan
, Bell Atlantic-Pennsylvania president & CEO:

"To set the record straight, Bell Atlantic's request to the PUC:

  • does NOT propose that calls to the Internet be subject to long
    distance charges;

  • does NOT propose that such calls be subject to per-minute
    charging; and

  • does NOT propose that such calls be subject to per-minute
    access fees of any type.

"What Bell Atlantic-Pennsylvania proposes is that NO per-minute charges
for Internet access be imposed on ANYONE-including Bell Atlantic.
Under the current situation in Pennsylvania, only Bell Atlantic pays per-
minute charges for Internet calls.

"Many critics recently have concluded that imposing a per-minute charge
on Internet calling on ANYONE can inhibit Internet growth. Bell Atlantic
simply has asked the Commission that it not be singled out for such
charging."
