NYNEX Reaches Agreement With WinStar To Interconnect Telephone Networks in Massachusetts

BOSTON, Aug. 22 -- NYNEX (NYSE: NYN) announced today that
it has signed an interconnection agreement with WinStar Communications, Inc. (Nasdaq: WCII) in Massachusetts designed to meet the 14-point checklist
detailed in the Telecommunications Act of 1996, one of the requirements
for NYNEX's entry into the long-distance market here.

"This agreement, like the one we signed June 27 with MFS Communications, helps bring us closer to entering the long distance market in Massachusetts," sail Bill McIntyre, NYNEX Vice President - Massachusetts.

NYNEX has been engaged in negotiations with more than a dozen

agreements required to meet the 14-point checklist detailed in the

NYNEX reached comprehensive interconnection agreements Aug. 13 with
WinStar in New York and July 31 with Hyperion Cable in Vermont.
