V. Louise McCarren Named to Top NYNEX Post in Vermont

Burlington, Vt. -- Former state official V. Louise McCarren has
been appointed NYNEX President & CEO for Vermont effective July 1, 1997. She
succeeds Robert C. Devaney who accepted an early retirement offer in order to pursue
other interests.

"I am proud to be succeeded by Louise. She knows this great state, its people,
and the potential our industry has to shape the future here," said Devaney.
"Louise is a recognized visionary in the telecommunications industry in Vermont
and throughout the United States."

In her new role, McCarren will serve as the state's chief NYNEX executive, representing
all areas of the corporation and having responsibility for service, earnings, government
and regulatory affairs, public policy and economic development.

"Louise is uniquely qualified to represent NYNEX in Vermont," said Wayne
Budd, NYNEX Senior Vice President -- New England. "As a former public official
and public advocate, she is familiar with the telecommunications industry as well
as state and local issues and will now bring her regulatory and legal experience
to bear in heading up NYNEX operations in one of the most progressive telecommunications
markets in New England."

A Vermont resident, McCarren was a consultant to NYNEX from 1993 to 1995 when she
worked to develop a long term alternative regulatory environment in New York. In
1995 she joined NYNEX as managing director for State Regulatory Planning in New York.
Prior to joining NYNEX, McCarren served as assistant to the president at the University
of Vermont from 1991 to 1993, chairman of the Public Service Board from 1981 to 1987
and as commissioner of the Vermont Department of Public Service in 1991.

She was raised in San Mateo, CA and is a graduate of the University of California.
McCarren also held positions as senior vice president for the Chittenden Bank and
partner at the law firms of Sheehey Brue Gray and Furlong, and Blodgett and McCarren,
both in Burlington.

McCarren is a member of the President's Council, Business School at the University
of Vermont and the Vermont Technology Council. She is also past president of the
New England Conference of Public Utilities Commissioners.
