University Of Pennsylvania Selects MCI Systemhouse To Provide Public Safety Communications Services

Company To Provide Enhanced 911 Services, Support Skills
Development Center And Offer Continuing Education For University
Police Officers

PHILADELPHIA, November 24, 1998 -

The University of Pennsylvania and MCI Systemhouse, MCI
WorldCom's global information technology services company,
today announced an agreement for the company's International
Public Safety Group to provide the University with public safety
communications services for the next 10 years.

MCI Systemhouse will provide a comprehensive range of systems
integration, consulting, and operational services that will
modernize the public safety communications system at the
University. The $19 million, 10-year contract represents another
first for the International Public Safety Group at MCI Systemhouse,
as this is the first University public safety functional
outsourcing agreement in the United States.

world-class communications systems provider enables us to maintain
a state-of-the-art communications system while allowing us to focus
our efforts on our core responsibility - providing public safety
services," said Thomas Seamon, Vice President for Public
Safety at the University of Pennsylvania. "Further, MCI's
demonstrated commitment to continuing education and career training
makes them the ideal partner for the University."

Under the terms of the agreement, the University will set the
functional requirements and operational standards for performance,
while MCI Systemhouse will provide a service level delivery of all
technology and operations requirements. This will include design,
delivery and installation of all components of the emergency
communications system, in addition to systems management,
technology upgrades and ongoing maintenance. MCI Systemhouse will
also provide most of the trained, experienced staff to operate the
communications center at the University.

element of the agreement is MCI Systemhouse's commitment to
provide funding and in-kind support to two programs supported by
the University:

  • Continuing Education:

    Over the course of the contract, MCI Systemhouse has agreed to a
    $500,000 contribution to support a continuing education program
    for University public safety officers, ensuring that their skills
    are maintained at the highest possible levels, consistent with
    national standards.

  • Skills Development Center:

    MCI Systemhouse will, in conjunction with the University and
    other private companies, participate in a community skills
    program designed to provide career enhancement and change options
    to members of the local community. MCI Systemhouse will provide a
    $350,000 contribution to the program, in addition to in-kind
    support. In addition to supporting other programs, MCI
    Systemhouses' contribution will also provide for training and
    certification in public safety communications, a certified
    educational program designed to teach Public Safety
    calltaking/dispatch to community residents and college
    transitional students.

The Skills Development program will be held at the Skills
Development Center of the University of Pennsylvania located at
University City High School in West Philadelphia.
