Bell Atlantic NYNEX Mobile And Cerulean Technology Sign Joint Marketing
Agreement

BEDMINSTER, N.J. -- Bell Atlantic NYNEX Mobile and
Cerulean Technology, Inc., today announced a joint marketing agreement to
provide police officers on patrol with wireless access to motor vehicle
and driver information. This integrated solution will help officers track
down stolen vehicles and drivers with criminal warrants, and more
effectively enforce motor vehicle and insurance laws. The system also
provides police departments with Computer Aided Dispatch (CAD) and
Automatic Vehicle Location (AVL).

Running over Bell Atlantic NYNEX Mobile's AirBridge(R) Packet CDPD
network, Cerulean's PacketCluster Patrol software enables police officers
to directly access local, state and national law enforcement databases
within seconds from laptop computers in their cars to retrieve complete
motor vehicle records and criminal warrant information. Because CDPD
technology runs over the cellular network, officers can access the
information they need even if they cross county and state boundaries. In
contrast, traditional radio transmissions could limit officers' access to
information.

Unlike the traditional police radio transmissions, information running
over the AirBridge CDPD system to the PacketCluster Patrol system is
secure because both systems use encryption. This enables officers to
communicate "silently" with each other and with police headquarters via
electronic messages, preventing criminals with police scanners from
eavesdropping on the communications.

The two companies have provided their integrated solution to several law
enforcement agencies, including the Bridgewater and Somerville, N.J., and
Jefferson Borough, Penn. Police Departments.
