Phone touch screen does not work all of the time. Shows purple blotches

Phone might work ok, but I can't get into it. I have only had it for a few days, and the touch screen does not always work. Acts like it is locked up. Shows a blotchy purple screen. Started doing this on the second day and in less than a week is already getting worse.

Will the phone come through the mail? And does a representative need to be here? Can I still operate my old phone when this one is activated? How much more of a price change will be on my monthly bill? I already pay about $143.00 a month.
